Imperial holdouts were elements of the Galactic Empire that survived the post-Endor fragmentation during the Galactic Civil War, and continued to pursue a pro-Imperial agenda during the age of the New Republic.
The New Republic continued to crack down on the holdouts that refused to surrender after the Empire's defeat. By the time most of the galaxy came under the Republic's jurisdiction, the majority of Imperial holdouts were reduced to ragtag bands led by local warlords and ex-Moffs - or so it seemed. One was led by Moff Gideon. Multiple others were headquartered on the planet Morak.
